Le r\u00e9seau lyonnais cristallise de nombreux d\u00e9bats sur la pertinence de cette mesure pour garantir un \u00ab&nbsp;droit \u00e0 la mobilit\u00e9&nbsp;\u00bb. Les \u00e9cologistes de la M\u00e9tropole y restent pour l\u2019instant ferm\u00e9s.<\/strong><\/p>\n\n\n\n<p>Niort, Dunkerque, Calais, Douai, Bourges\u2026 En France m\u00e9tropolitaine, l\u2019Observatoire des villes du transport gratuit a recens\u00e9 <a href=\"http:\/\/www.obs-transport-gratuit.fr\/les-villes-du-transport-gratuit-163\/gratuite-pour-la-grande-majorite-des-usagers-5094\/\">46 r\u00e9seaux fran\u00e7ais optant aujourd\u2019hui pour une mobilit\u00e9 collective sans ticket ni abonnement<\/a>. Montpellier peut m\u00eame se targuer d\u2019\u00eatre la plus grande agglom\u00e9ration d\u2019Europe \u00e0 avoir vu ses habitants abandonner le billet pour se d\u00e9placer. Les Lyonnais sont, eux, encore factur\u00e9s pour emprunter tramways, bus, m\u00e9tros et funiculaires. Si les \u00e9cologistes \u00e0 la t\u00eate de la M\u00e9tropole se montrent oppos\u00e9s \u00e0 la gratuit\u00e9 totale \u2013 une \u00ab&nbsp;<em>fausse bonne id\u00e9e<\/em>&nbsp;\u00bb et une <a href=\"https:\/\/www.lyoncapitale.fr\/actualite\/a-lyon-la-gratuite-des-tcl-est-une-impasse-certaine-pour-bruno-bernard\">\u00ab&nbsp;<em>impasse certaine<\/em>&nbsp;\u00bb<\/a> selon le pr\u00e9sident Bruno Bernard \u2013 d\u2019autres voix s\u2019\u00e9l\u00e8vent pour la d\u00e9fendre. Parmi elles, La France insoumise et le Parti communiste fran\u00e7ais, qui y voient un enjeu social et \u00e9cologique majeur.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Un d\u00e9fi \u00e9conomique de taille<\/strong><\/h2>\n\n\n\n<p>Dans ce d\u00e9bat qui divise la gauche, le financement est la principale pomme de discorde. Le budget 2025 de SYTRAL Mobilit\u00e9s pr\u00e9voit plus d\u20191,7 milliard d\u2019euros de d\u00e9penses. Face \u00e0 des co\u00fbts d\u2019exploitation \u00e9lev\u00e9s, l\u2019autorit\u00e9 organisatrice des TCL dispose de plusieurs sources de revenus. La premi\u00e8re est le versement mobilit\u00e9, un imp\u00f4t pr\u00e9lev\u00e9 aux entreprises d\u2019au moins onze salari\u00e9s, qu\u2019accompagnent les recettes de la billetterie, d\u2019environ 310 millions d\u2019euros. Viennent ensuite les contributions des collectivit\u00e9s, aliment\u00e9es par les imp\u00f4ts locaux, et de l\u2019Etat. L\u2019emprunt permet de financer la plupart des investissements. Pour soutenir la gratuit\u00e9 g\u00e9n\u00e9ralis\u00e9e des transports en commun, la f\u00e9d\u00e9ration du Rh\u00f4ne&nbsp;du PCF propose par exemple une hausse de la taxe demand\u00e9e aux employeurs. Un chemin emprunt\u00e9 par Montpellier ou Dunkerque, qu\u2019aimerait suivre le Collectif Gratuit\u00e9 TCL, fervent d\u00e9fenseur du \u00ab&nbsp;<em>droit \u00e0 la mobilit\u00e9<\/em>&nbsp;\u00bb.<\/p>\n\n\n\n<p>Le vice-pr\u00e9sident de la M\u00e9tropole en charge des d\u00e9placements, aussi vice-pr\u00e9sident du SYTRAL, a exprim\u00e9 davantage de r\u00e9serves. \u00ab&nbsp;<em>Ma premi\u00e8re priorit\u00e9, c&rsquo;est de d\u00e9velopper le niveau de service \u00e0 tous les niveaux<\/em>,<em> la fr\u00e9quence, l&rsquo;amplitude, cr\u00e9er des nouvelles lignes, la simplification, la billettique, l&rsquo;information aux voyageurs&nbsp;<\/em>\u00bb a pr\u00e9cis\u00e9 Jean-Charles Kohlhaas au Lyon Bondy Blog. \u00ab&nbsp;<em>\u00c7a a un co\u00fbt, il est bien \u00e9vident qu&rsquo;on ne peut pas se s\u00e9parer de 300 et quelques millions d&rsquo;euros de recettes par an<\/em>&nbsp;\u00bb ass\u00e8ne-il. Bernard Girard, pr\u00e9sident de la coordination d\u2019associations DARLY (se D\u00e9placer Autrement en R\u00e9gion LYonnaise), partage cet avis&nbsp;: \u00ab&nbsp;<em>c&rsquo;est des sommes qui aident \u00e0 d\u00e9velopper le r\u00e9seau<\/em>&nbsp;\u00bb.<\/p>\n\n\n\n<p>En 2019, un rapport command\u00e9 par SYTRAL Mobilit\u00e9s au Laboratoire Am\u00e9nagement Economie Transports (LAET) s\u2019est pench\u00e9 sur la question. Les chercheurs jugent la gratuit\u00e9 inadapt\u00e9e \u00e0 l\u2019agglom\u00e9ration lyonnaise, dont l\u2019\u00e9chelle \u00ab&nbsp;<em>ne peut \u00eatre compar\u00e9e \u00e0 des villes moyennes<\/em>&nbsp;\u00bb o\u00f9 la mesure a pu se r\u00e9v\u00e9ler b\u00e9n\u00e9fique. Mais Montpellier, septi\u00e8me commune la plus peupl\u00e9e de France d\u2019apr\u00e8s l\u2019INSEE, au c\u0153ur d\u2019une m\u00e9tropole de plus de 500&nbsp;000 habitants, manquait \u00e0 l\u2019appel au moment o\u00f9 cette \u00e9tude a \u00e9t\u00e9 men\u00e9e. Interrog\u00e9 sur les espoirs que son entr\u00e9e en jeu pourrait susciter dans la Capitale des Gaules, Jean-Charles Kohlhaas est rest\u00e9 sceptique. \u00ab&nbsp;<em>Ils ont 30 millions de recettes usagers par an, c&rsquo;est 10 fois moins que nous<\/em>&nbsp;\u00bb a-t-il compl\u00e9t\u00e9, fid\u00e8le \u00e0 une r\u00e9flexion \u00ab&nbsp;<em>r\u00e9seau par r\u00e9seau<\/em>&nbsp;\u00bb. \u00ab&nbsp;<em>Je pense qu&rsquo;ils vont en revenir, quand ils vont voir qu&rsquo;ils n&rsquo;arrivent pas \u00e0 tourner<\/em>,&nbsp;poursuit l\u2019\u00e9lu, <em>je reste persuad\u00e9 qu&rsquo;ils sont dans l&rsquo;erreur&nbsp;<\/em>\u00bb. Il mentionne l\u2019insoumise Alenka Doulain, conseill\u00e8re m\u00e9tropolitaine qui, depuis l\u2019H\u00e9rault, \u00ab&nbsp;<em>se rend compte de l\u2019\u00e9chec total que c\u2019est dans les grandes m\u00e9tropoles<\/em>&nbsp;\u00bb.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><em>\u00ab&nbsp;La gratuit\u00e9 pour ceux qui en ont vraiment besoin&nbsp;\u00bb<\/em><\/strong><\/h2>\n\n\n\n<p>Les Ecologistes ont \u00e9galement rejet\u00e9 la possibilit\u00e9 d\u2019un&nbsp;mod\u00e8le de gratuit\u00e9 partiel, comme celui implant\u00e9 le week\u2011end \u00e0 Nantes ou \u00e0 Clermont-Ferrand. Lucien Angeletti, copr\u00e9sident du Collectif Gratuit\u00e9 TCL, peut donc faire une croix sur <a href=\"https:\/\/www.facebook.com\/watch\/?v=3728380517405899\">l\u2019exp\u00e9rimentation qu\u2019il appelait \u00e0 instaurer le dimanche, au micro de BFMTV Lyon<\/a>. Pour Jean-Charles Kohlhaas, le syst\u00e8me dont b\u00e9n\u00e9ficient les Montpelli\u00e9rains n\u2019est d\u2019ailleurs \u00ab&nbsp;<em>pas une gratuit\u00e9 totale, mais une gratuit\u00e9 limit\u00e9e aux habitants<\/em>&nbsp;\u00bb. Une \u00ab&nbsp;<em>s\u00e9gr\u00e9gation<\/em>&nbsp;\u00bb qu\u2019un \u00ab&nbsp;<em>homme de gauche<\/em>&nbsp;\u00bb comme lui affirme ne pas pouvoir comprendre. Le vice-pr\u00e9sident aux mobilit\u00e9s se dit en revanche partisan de \u00ab&nbsp;<em>mesures sociales cibl\u00e9es<\/em>&nbsp;\u00bb, \u00ab&nbsp;<em>pour ceux qui en ont vraiment besoin<\/em>&nbsp;\u00bb.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote has-text-align-center is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-text-align-center\"><strong>\u00ab\u00a0<em>Les habitants de la Presqu&rsquo;\u00eele, qui ont les moyens de se loger en Presqu&rsquo;\u00eele et ont la meilleure offre de toute la M\u00e9tropole, ne paieront pas plus que celui qui habite \u00e0 Vaulx-en-Velin ou \u00e0 V\u00e9nissieux, voire plus loin, qui ont une moins bonne offre et sont plus pauvres<\/em>\u00a0\u00bb<\/strong><\/p>\n<cite>Jean-Charles Kohlhaas,<strong> <\/strong>vice-pr\u00e9sident de SYTRAL Mobilit\u00e9s et 5\u00e8me vice-pr\u00e9sident de la M\u00e9tropole de Lyon en charge des d\u00e9placements, des intermodalit\u00e9s et de la logistique urbaine<\/cite><\/blockquote>\n\n\n\n<p>D\u00e8s 2021, un abonnement solidaire gratuit est offert aux r\u00e9sidents du Rh\u00f4ne aux revenus les plus pr\u00e9caires, tels que les b\u00e9n\u00e9ficiaires du RSA ou de l\u2019AAH. S\u2019y ajoute un abonnement mensuel r\u00e9duit \u00e0 10,50\u20ac, dont profitent par exemple les \u00e9tudiants boursiers. Une initiative salu\u00e9e par Bernard Girard. \u00ab&nbsp;<em>Aujourd&rsquo;hui, si on a 450 000 abonn\u00e9s, il n&rsquo;y en a que 4% qui payent 75 euros<\/em>&nbsp;[la formule principale pour les 26 \u00e0 64 ans, ndlr]&nbsp;\u00bb rench\u00e9rit le vice-pr\u00e9sident de SYTRAL Mobilit\u00e9s.
