Aujourd\u2019hui, le SYTRAL propose une grande diversit\u00e9 de transports (4 lignes de m\u00e9tro, 120 lignes de bus, 7 de tramways et 2 de funiculaires).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Histoire des transports \u00e0 Lyon<\/h4>\n\n\n\n<p>Tout commence en 1837, avec l\u2019ouverture de la ligne entre le Pont Morand et Saint-Clair.<\/p>\n\n\n\n<p>En 1855, la compagnie CLO (Compagnie Lyonnaise des Omnibus) voit le jour, soit trois ann\u00e9es apr\u00e8s la cr\u00e9ation du Rh\u00f4ne. Sa cr\u00e9ation a \u00e9t\u00e9 pilot\u00e9e par le pr\u00e9fet de l\u2019\u00e9poque, Louis Bouvier du Molart.<\/p>\n\n\n\n<p>Inaugur\u00e9 par Napol\u00e9on III en 1862, le tout premier funiculaire du monde, qui est aujourd\u2019hui un tunnel routier, qui se situe entre la rue Terme et le plateau de la Croix Rousse.<\/p>\n\n\n\n<p>OTL (Omnibus et Tramways de Lyon), dans une d\u00e9marche \u00e9cologique en 1880, permet la traction de leurs tramways par des chevaux dans la ville lyonnaise. En 1899, l\u2019OTL rach\u00e8te la soci\u00e9t\u00e9 des Tramways d\u2019\u00c9cully pour l\u2019expansion de l\u2019offre de transport jusqu\u2019en 1941 avec l\u2019arriv\u00e9e du STCRL, nouvel organisme de transport. Pilot\u00e9e sous l\u2019occupation, par le Pr\u00e9fet de R\u00e9gion Alexandre Angeli.<\/p>\n\n\n\n<p>Pendant 44 ans, c&rsquo;est la compagnie STCRL qui s\u2019occupera de l\u2019exploitation de transport en commun \u00e0 travers la m\u00e9tropole rhodanienne. Le 18 d\u00e9cembre 1969, Louis Pradel, maire de la COURLY, donne le premier coup de pelle sur le chantier de la section exp\u00e9rimentale entre Charpennes et Part-Dieu. \u00c0 cette m\u00eame p\u00e9riode, le Pr\u00e9fet Max Moulins \u00e9tait aussi le pr\u00e9sident du STCRL.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">STCRL devient SYTRAL<\/h4>\n\n\n\n<p>En France, la d\u00e9centralisation&nbsp;des transports a \u00e9t\u00e9 principalement engendr\u00e9e par les lois de d\u00e9centralisation du 7 et 22 juillet 1982 et les r\u00e9formes qui ont suivi. Ces lois ont accord\u00e9 aux r\u00e9gions un r\u00f4le central dans la planification, le financement et la mise en \u0153uvre des politiques de transport au niveau local. C\u2019est notamment le cas \u00e0 Lyon, o\u00f9 la m\u00e9tropole s\u2019est vu confier des comp\u00e9tences li\u00e9es aux transports comme : la planification des transports, le financement des infrastructures, l\u2019exploitation des services de transports ou encore l\u2019am\u00e9nagement du territoire.<\/p>\n\n\n\n<p>Les<a href=\"https:\/\/www.vie-publique.fr\/fiches\/19608-quest-ce-que-lacte-i-de-la-decentralisation-les-lois-defferre\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;lois Defferre<\/a>&nbsp;(1982) ont \u00e9galement particip\u00e9 \u00e0 ce changement. Ces r\u00e9formes visent \u00e0 moderniser et \u00e0 d\u00e9mocratiser l&rsquo;administration fran\u00e7aise en renfor\u00e7ant les pouvoirs des collectivit\u00e9s territoriales et en favorisant la d\u00e9centralisation des comp\u00e9tences, entre autres celles relatives aux transports.<\/p>\n\n\n\n<p>Le SYTRAL a \u00e9t\u00e9 cr\u00e9\u00e9 le 9 octobre 1985. Fr\u00e9d\u00e9ric Dugoujon a \u00e9t\u00e9 le dernier pr\u00e9sident du STCRL de 1983 \u00e0 1985, et le premier pr\u00e9sident SYTRAL de 1985 \u00e0 1989.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Keolis principal exploitant du r\u00e9seau TCL \u00e0 partir de 1993<\/h4>\n\n\n\n<p>En 2022, la ligne de m\u00e9tro B a \u00e9t\u00e9 automatis\u00e9e comme la ligne D (principalement utilis\u00e9e par des \u00e9tudiants), afin de dynamiser le r\u00e9seau TCL.<\/p>\n\n\n\n<p>Le SYTRAL est le d\u00e9nominateur commun en termes de transport dans la m\u00e9tropole. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Keolis reste \u00e0 quai<\/h4>\n\n\n\n<p>Depuis 1957, avec la signature du&nbsp;<a href=\"https:\/\/www.affarieuropei.gov.it\/fr\/reglementation\/les-traites-de-rome\/#:~:text=Les%20Trait%C3%A9s%20de%20Rome%2C%20consid%C3%A9r%C3%A9s,sous%20le%20nom%20d'EURATOM.\" target=\"_blank\" rel=\"noreferrer noopener\">trait\u00e9 de Rome<\/a>, le droit \u00e0 la concurrence occupe une place majeure dans la communaut\u00e9 europ\u00e9enne :&nbsp;<em>\u00ab le trait\u00e9 fixe notamment les r\u00e8gles d\u2019une concurrence loyale \u00bb<\/em>.<\/p>\n\n\n\n<p>En mars 2022, Bruno Bernard (<a href=\"https:\/\/www.eelv.fr\/\" target=\"_blank\" rel=\"noreferrer noopener\">EELV<\/a>), pr\u00e9sident de la m\u00e9tropole et du SYTRAL ouvre le march\u00e9 \u00e0 la concurrence. Depuis 1993, Keolis \u00e9tait le principal exploitant du r\u00e9seau SYTRAL. Cet appel d\u2019offre a pour but de redynamiser le march\u00e9 du transport en commun de la m\u00e9tropole rhodanienne. Plusieurs candidats ont r\u00e9pondu \u00e0 cet appel d\u2019offre, notamment la RATP, et qui sera, \u00e0 partir de 2025, le principal exploitant des m\u00e9tros, funiculaires et tramways \u00e0 Lyon. Les bus, quant \u00e0 eux, resteront sous la gestion de Keolis.<\/p>\n\n\n\n<p>Depuis 170 ans, les transports \u00e0 Lyon ont eu divers exploitants de r\u00e9seau TCL. Cette remise en question permanente va-t-elle satisfaire des Lyonnais et des Lyonnaises ?
